I have replacement photos that have been updated on our server that are not showing on SP. I forced a full download this morning too.

The Manage Files section of your cloud account should show the date and time that the image file was upload to your cloud account.
Can you check this? If the date and time is earlier than when you think it should be then it may point to an issue with the CloudSync module (which automatically uploads your data and images) within your X~Suite system. If that is the case can you contact the X~Suite help desk, letting them know the filename of the image, and they'll investigate this.
