Delete Registered Device

I have 3 licenses for the Download Module.
I have 3 devices registered (each showing the Download Module as activated).
I want to remove 1 of these registered devices and add a different device.
I have disabled 1 of them but I don't see an option to Delete the device.
Should I ask the new Rep to access the Cloud (with username/passcode) and do I then authorise the device as normal - so my Cloud panel will show 4 devices but only 3 of them will be active.
Is the number of Download modules affecting how this can be done?
