Is it possible to add a second (separate discount) to an order at order entry.
We occasionally give a second discount (based on promotions etc) and would like the customer to be able to see both standard and extra discounts .
(for example a customer receives 20% discount as standard and a further 5% on a promotional line).

It is not possible to enter mulitple discounts at order level, but you can enter a discount at order line level on top of any break discounts that are set up for a product.
SP allows you to enter a default discount percentage for an order but this can be changed to a new discount percentage on each order line.
