I notice there is now a Rep Restrictions Enabled setting in the cloud.
These are defaulted to No. Does this mean that all reps will now get all customer data?
If this setting is changed when does it take effect, on next ipad download or next process files operation.

I believe you're referring to the Apply Group/Rep Exclusions To This Device setting. This has always been there and it is used in conjunction with the Product Group Rep Exclusions file upload.
This is not to be confused with the rep restriction feature.

If I change the Rep restriction setting is the effective from the next download or do I need to Upload/Process new files for this to take effect.

Changes to the rep restrictions take effect from the next download from the cloud.
They form part of the configuration settings and are downloaded by the device at the start of each download cycle, regardless of whether or not there is any new data to download.
