I am getting a message saying Skipped due to fair usage policy.
Any reason for this?

We're currently experimenting with restricting the number of times one user can call certain methods within the web service API calls. This is due to recent events where our web server was in effect being given a denial of service attack as it was being flooded with calls.
In your particular instance I can see that you're making calls to the ListUnexportedOrders method every minute. This falls into the category that we're considering excessive at the moment (over 1,400 calls per day). Calls to this method on a cloud account are currently being restricted to once every 10 minutes, so nine out of 10 of your calls will report that the call is being skipped/ignored.
