When "show product detail" is switched on, the rapid entry screen behaves the same as in earlier versions. When showing the product detail screen during order entry the default order quantity has always been zero (unless amending an order line). The user has always needed to either enter a quantity or press the plus button to order the product.

Can it be changed to default min qty?

By defaulting to a quantity there would be no way of viewing the details of a product without it automatically being ordered.
