Forcing Product/Pricing Changes Report

Hi
I'm sorry, but i can't find the setting that forces users to view changes after a download.  Please can you point me in the right direction?

The cloud manager is due to be refreshed later today to reflect the changes mentioned in the version history topic for version 1.3.9.
